In the draft resolution, after paragraph 3, insert the following paragraph:

"The Assembly points to the responsibilities of Hamas, not only for the massacre of 7 October 2023 but also for its protracted refusal to free the hostages unconditionally, as called for by the United Nations, and to give the Red Cross the access it needed to them. Hamas built up its military infrastructure using schools, hospitals, mosques and international offices, thus transforming Gaza into a giant human shield."
