The Assembly,

Considering that the Council of Europe should have among its objects the promotion of methods calculated to increase the industrial production of European countries, on the basis not of competition and the self-sufficiency of the various national industries, but by the co-ordination of the different industrial efforts and the development of international investment for the purpose of planning and financing a joint industrial programme,

Considering that by this means, on the one hand, the aim of increasing production urged upon Free Europe by O. E. E. C. will be .fulfilled, and, on the other hand, real progress will be made towards the solution of the problems of unemployment and refugees in Europe, and, in short, a decisive step will be made towards the practical and rational unification of one of the most important sectors of European economy,

Recalling that, with the object of making these results easier of achievement, there have been many references in this Assembly, without their actually giving rise to a public debate, either to the utilisation of the International Reconstruction Bank, or to the establishment of a European Investment Bank, or, more specifically, to the founding of a European Industrial Credit Bank (see 3rd Session, 1951 : Official Report, pages 764 et seq.)

Decides to include the following question in its Agenda :

"Methods of encouraging, developing and co-ordinating investment and credit for the benefit of European industry."
