The Parliamentary Assembly recommends strengthening relations between the Council of Europe and Latin America, emphasising their shared values of human rights, democracy, and the rule of law. In response to global challenges and geopolitical uncertainties, the Assembly highlights existing co-operative frameworks and suggests reinforcing connections with organisations such as the OAS and the Ibero-American System. The initiative aims to promote human rights, counter democratic regression, and address issues like climate change and artificial intelligence. The Committee of Ministers is invited to advance dialogue and encourage Latin American states to adopt Council of Europe agreements and standards.
