2025 - Fourth part-session

Summary

The Council of Europe's Parliamentary Assembly has issued Resolution 2619, underscoring the crucial role of youth-led movements in upholding democratic values amidst challenges such as authoritarianism, distrust in institutions and socio-economic exclusion. The resolution recognises young people's creativity and civic innovation in political participation and raises concerns over repression faced by youth activists in some member States. Governments are urged to safeguard youth freedoms, guarantee rights to expression and peaceful assembly, and repeal legislation that unjustly restricts protests. The document calls for institutionalising youth participation in political processes and supporting youth-led initiatives through dedicated funding and democratic civic education. It stresses tackling structural barriers to youth participation, such as socio-economic precarity, and promoting international cooperation to protect youth civic space. The Assembly commits to enhancing youth involvement in its work and encourages stakeholders to collaborate with youth organisations, recognising youth movements as key contributors to democratic resilience in Europe.
