The Parliamentary Assembly highlights the swift progress of artificial intelligence (AI) in migration management and recommends a series of actions to ensure AI's responsible usage in this context. It suggests the Committee of Ministers encourages the adoption of the Council of Europe Framework Convention on AI and Human Rights by all members, and to formulate a recommendation on AI's role in migration which prioritises transparency, accountability, and human rights. The Assembly stresses the importance of robust safeguards and the creation of a code of good practice for AI in managing migration-related procedures. Furthermore, it advises raising awareness through education programmes for relevant bodies, such as ombudsman institutions, equality bodies, and migration officers, using initiatives like the HELP programme. Strengthening collaboration with European Union and United Nations agencies, alongside civil societies, is encouraged to ensure effective implementation and design of future instruments.
