Summary

The Council of Europe’s Parliamentary Assembly commended the Monitoring Committee’s efforts in evaluating member states' compliance with their obligations, recognising progress in Bulgaria and various countries under full monitoring or post-monitoring dialogue. The Assembly expressed concerns about political tensions, human rights issues, democratic backsliding, and electoral challenges in several nations, urging member states like Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Hungary, Moldova, Poland, Serbia, Türkiye, and Ukraine to address these issues, enhance reforms, and respect European standards. Observations were also made on Albania, Bulgaria, Montenegro, and North Macedonia in post-monitoring, and periodic reviews on Greece, the Netherlands, Spain, and Sweden. The continued collaboration with the Venice Commission was positively highlighted, noting its indispensable role in advising and supporting the monitoring processes.
