The Council of Europe Group of Experts on Action against Violence against Women and Domestic Violence –GREVIO’s first evaluation report on Ukraine, published on 4 September 2026, notes with concern that the war of aggression by the Russian Federation has resulted in an increase in violence against women perpetrated by military personnel and veterans, in particular soldiers returning from the frontlines suffering from war-related trauma.
