1. Recalling its Resolution 2672 (2026) “The need for systemic support to Ukrainian soldiers who became disabled as a result of hostilities”, the Parliamentary Assembly recommends that, as part of the next Council of Europe Action Plan for Ukraine “Democratic security for Ukraine”, the Committee of Ministers address Ukraine’s needs regarding the reintegration and rehabilitation of veterans with disabilities, including women, LGBTI persons and non-nationals.
