Repression and targeted attacks on LGBTI persons and defenders in Türkiye

Summary

Since 12 September 2026, Turkish authorities have carried out a sweeping crackdown on LGBTI persons and human rights defenders across 15 provinces, involving mass arrests, home raids and digital restrictions under an operation cynically framed as protecting the family. In Resolution 2681, the Parliamentary Assembly of the Council of Europe strongly condemns this campaign, warning that it reflects a broader and deeply troubling deterioration of democracy in Türkiye. The Assembly reaffirms that attacks on LGBTI rights are serious human rights violations incompatible with Türkiye's obligations under the European Convention on Human Rights, and recalls that the European Court of Human Rights has consistently held that bans on peaceful LGBTI events — including Pride marches, prohibited in Türkiye for over a decade — are unlawful. It urges Türkiye to immediately release all those detained, drop charges rooted in the exercise of fundamental freedoms, lift restrictions on websites and social media, and renew its ratification of the Istanbul Convention. The Assembly also calls on all Council of Europe member states to speak out against this repression in their diplomatic relations and in international forums, and welcomes the newly adopted Council of Europe Strategy for Equal Rights for LGBTI People (2027–2032), urging its swift implementation.
