The Assembly,
Being aware that emigration from Europe to the overseas territories is an indispensable means of warding off the danger arising from the existence of surplus elements of population in Western Europe;
Considering that migration on the present scale does not afford adequate relief to the countries of emigration, nor does it make full use of the absorptive capacities of receiving countries;
Believing that all necessary steps should be taken to maintain and increase the rate of emigration.
Decides to include in its Agenda the following question :
“ Measure s to be adopted for increasing emigration overseas ”,
and instructs its Committee on Population and Refugees to examine this problem and to report on it to the Assembly.
