The Assembly,
Considering that local autonomy represents the most ancient and solid basis of the political structure and fundamental freedoms of European civilisation;
Considering that local authorities have an essential contribution to make to the proper functions of t h e democratic State, and can make that contribution only if they are given a large measure of autonomy;
Considering t h a t local autonomy is at the present moment increasingly threatened by t h e encroachments of t h e central authorities,
Decides to include in its Agenda the following question :
" Study of ways and means of protecting and furthering local autonomy in member countries "
and instructs its Special Committee on Municipal and Regional Questions t o study t he problem and report thereon to t h e Assembly.
