1. The Assembly, aware of the difficulties inherent in the conclusion of any agreement which must take into consideration the manifold interests of the fifteen member countries, is particularly satisfied to see that the text submitted to it has received complete agreement.
2. The Assembly endorses the terms of the text, while regretting the fact that it was not associated from the beginning with the drawing up of such an important document.
3. In the opinion of the Assembly, the Convention should be considered as a starting point rather than a final achievement. I t is hoped that the text will serve as a framework for further conventions more concrete in their purpose and therefore more precise in their terms, and that representatives from its Committee on Cultural and Scientific Questions will be given an opportunity to take part in the negotiation of such conventions.
4. The Assembly undertakes, through its Representatives in their national Parliaments, to support the ratification of the Convention, to make known its provisions and to ensure its application.
