The Assembly,
Considering the growing importance of the consumption of timber in Europe and the need to develop and rationalise the production thereof in order to meet the growing demands;
Considering that the organisation of production, consumption and marketing of timber on a European scale necessitates the definition of long-term objectives and that for this reason it raises problems which cannot be solved at the individual or national level;
Taking account of the recommendations of the United Nations Food and Agriculture Organisation calling for far-reaching decisions and co-ordinated action on the international plane,
Recommends that the Committee of Ministers should invite Member Governments to take, in co-operation with the international organisations concerned, the necessary steps to attain these ends, more particularly by the adoption of the following measures :
creation of a European common market for timber;
unification of the legislation of the different European countries relating to the production, distribution and consumption of timber;
co-ordination and supervision of the observance of regulations of common interest ;
the financing of investment for afforestation in cases of common interest;
advice and technical assistance to countries which so require;
coordination of policy relating to forestry whenever necessary.
