The Assembly,
Having examined the Fourth Report on the activities of the Intergovernmental Committee for European Migration;
Nothing that overseas emigration remains a solution for certain European countries which are over-populated or give asylum to refugees,
1. Invites all Member States of the Council of Europe to persevere in their united efforts to solve the refugee and over-population problem in certain European countries;
2. Invites those countries which are not yet members of I.C.E.M. to join that Organisation, particularly in view of the recent development of its activities in providing economic and social assistance for emigrants;
3. Hopes that the Committee for Migration will continue to work in close co-operation with the Council of Europe in the field of population and refugees and, in particular, with the Special Representative and the European Resettlement Fund.
