PACE co-rapporteur, ending a visit to Montenegro, welcomes the country’s ongoing commitment to European values and standards

A co-rapporteur of the Parliamentary Assembly of the Council of Europe (PACE) for post-monitoring dialogue with Montenegro, Liliana Tanguy (France, ALDE), ending a fact-finding visit to Podgorica (9-12 June), has welcomed the ongoing commitment of the Montenegrin political class and society to European values and standards concerning the rule of law, human rights and democratic institutions, already observed during previous fact-finding visits.

“Discussions on accession to the European Union have entered a dynamic final phase,” said Ms Tanguy. “As Montenegro prepares to take over the chairmanship of the Council of Europe Committee of Ministers, the chapters on fundamental rights, the judiciary and security are the subject of intensive work to bring them into legislative and administrative alignment. Crucial legislation relating to the independence of judges and prosecutors, home affairs and national security services is currently under review,” she added.

The co-rapporteur was received by the President of Montenegro, the Prime Minister and the Speaker of Parliament. She also met with several members of the government, the Montenegrin delegation to PACE led by its Chairperson Nađa Laković, representatives of all parliamentary groups, the President of the Constitutional Court and the heads of a number of administrative bodies, as well as representatives of ethnic minorities and NGOs working in areas of interest to the Council of Europe.

Next September the co-rapporteurs will present their detailed observations to the Monitoring Committee, which is due to decide whether to recommend that the Assembly end post-monitoring dialogue with Montenegro, to which it has been subject for more than ten years.
