Parliamentary Platform for the rights of LGBTI persons in Europe

The Parliamentary Platform for the rights of LGBTI people in Europe uses interparliamentary cooperation to promote full and effective equality for LGBTI persons throughout the continent.

It brings together MPs from national and observer delegations to the Parliamentary Assembly of the Council of Europe and its partners for democracy, enabling them to press for change and work together on a wide range of activities to engage governments, inspire new laws and raise awareness among a broader public on these issues. It is coordinated by the Assembly’s General Rapporteur on the rights of LGBTI persons.

The creation of the Platform followed the adoption of Assembly Resolution 2417 (2022), which condemned the recent rise in stigmatising, dehumanising attacks against LGBTI persons and the backsliding in LGBTI rights seen in some countries.

On 12 September 2025, PACE held a high-level conference in Malta, on “Ensuring equality for rainbow families in Europe.” The event was organised by the Parliamentary Platform for the Rights of LGBTI Persons in Europe, together with the PACE Committee on Equality and Non-Discrimination and the Maltese Delegation to PACE, under the auspices of the Maltese Presidency of the Committee of Ministers of the Council of Europe.

The conference brought together parliamentarians, civil society representatives, legal experts and institutional actors to discuss how to ensure equal rights and legal recognition for rainbow families across Europe. Participants exchanged good practices, examined legal and policy challenges and explored ways to strengthen European standards in this field.
