Elvira Kovács (Serbia, EPP/CD) and Valentina Grippo (Italy, ALDE), co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) for the periodic review on Spain, will make a fact-finding visit to Madrid and Barcelona from 12 to 14 November, to assess the honouring of membership obligations to the Council of Europe by Spain.
In Madrid, the co-rapporteurs will meet the Constitutional Committees of the Congress of Deputies and of the Senate, representatives of the Ministry of Home Affairs, as well as the Spanish delegation to PACE.
Talks are also scheduled with judges at the Constitutional Court, members of the General Council of the Judiciary, the bar association and the associations of magistrates and prosecutors as well as with civil society representatives.
In Barcelona, the co-rapporteurs will hold meetings with officials of the Parliament of Catalonia and the Regional Government of Catalonia.
The periodic review applies to all member States that are not under a full monitoring procedure or engaged in “post-monitoring dialogue”.
