Adopting a resolution today, based on a report prepared by Zanda Kalniņa-Lukaševica (Latvia, EPP/CD), the Assembly took stock of the PACE monitoring activities carried out in 2025. It assessed the situation in countries under a full monitoring procedure, engaged in post-monitoring dialogue, or subject to the periodic review of membership obligations, welcoming positive developments while expressing concern about remaining shortcomings and making a number of country-specific recommendations.
The adopted resolution summarises key developments regarding the honouring of membership obligations and commitments in the ten countries under full monitoring (Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Hungary, the Republic of Moldova, Poland, Serbia, Türkiye and Ukraine), as well as in the three countries engaged in post-monitoring dialogue (Albania, Montenegro and North Macedonia). This less intensive procedure applies to states that have progressed beyond full monitoring and focuses on a limited number of outstanding issues expected to be resolved within a defined timeframe. The Assembly also welcomed the closure of the post-monitoring dialogue with Bulgaria in 2025.
In addition, the Assembly reviews periodic reports on the honouring of membership obligations by all member states not covered by the above procedures. In 2025, such reports were under preparation for Greece, the Netherlands, Spain and Sweden.
The Assembly further praised the “continuing outstanding close co-operation with the Venice Commission in the context of the parliamentary monitoring procedures”, reflected in the high number of opinions requested and issued.
