PACE says Bulgaria is making progress, but points to ‘worrying trends’

Strasbourg, 30.04.2010 – The Parliamentary Assembly of the Council of Europe (PACE) has welcomed progress made by Bulgaria since 2000 in fulfilling its Council of Europe obligations, but said in a unanimous resolution there were “a number of concerns and worrying trends” concerning the functioning of the judiciary, the fight against corruption, the freedom of the media and the rights of minorities. 

Debating a report by Serhiy Holovaty (Ukraine, ALDE) on post-monitoring dialogue with Bulgaria, the Assembly said that in order to meet strict EU accession deadlines, some of the reforms carried out – particularly in the judicial and constitutional fields – had involved “cosmetic changes”.
 
The Assembly listed the detailed steps they expected from Bulgaria, and pledged to follow closely their implementation. It also called on the Bulgarian National Assembly to hold a debate on this resolution.
