In a resolution adopted today, the Assembly called on member states to combat the harmful effects of noise and light pollution. It advocated measures with a view to "introducing threshold values for noise and light […], imposing penalties and establishing maximum reference values for noise in connection with the WHO guidelines”.
According to Rafael Huseynov (Azerbaijan, ALDE), PACE rapporteur on this subject, the fight against noise and light pollution is a major environmental and public health challenge. As he says in his report, the damage done by such pollution, and the disturbance to ecosystems and development of human pathologies caused, can prove disastrous.
