14/10/2011 Election observation
Strasbourg, 14.10.2011 – An eleven-member delegation from the Parliamentary Assembly of the Council of Europe (PACE), headed by Brian Binley (United Kingdom, EDG), will be in Bulgaria from 20-24 October 2011 to observe the presidential election, alongside observers from the OSCE.
The members of the delegation will meet the election candidates (or their representatives), the Chairperson of the Central Electoral Commission, the Bulgarian delegation to the PACE and representatives of NGOs and the media, before deploying throughout the country to observe the conduct of the ballot on 23 October.
Bulgaria is currently subject to “post-monitoring dialogue” with the Parliamentary Assembly.
Also present will be a member of the Council of Europe’s Venice Commission – its group of independent legal experts – which adopted a joint opinion on Bulgaria’s election code in June 2011.
On Monday 24 October at 12h00, the delegation will hold a press conference, at the Radisson Blu Grand Hotel in Sofia (4 Narodno Sabranie Sq.), in the Ballroom.
