Strasbourg, 04.11.2011 – A solution to the current stalemate in the North of Kosovo (*) lies in seeking a compromise, with all sides making concessions, said PACE’s rapporteur on the situation in Kosovo Björn von Sydow (Sweden, SOC), speaking at the end of a three-day visit to Kosovo.
“A continued stand-off does not serve the medium or long-term interests of anyone involved,” said Mr von Sydow, speaking at a press conference today in Pristina. “Imposed solutions will not work,” he added, pointing out that an agreement was also essential for the EU aspirations of the authorities in Belgrade and Pristina.
He called on the Kosovo authorities to show “a clear policy and practice of reaching out to the people living in the North”, which could “inspire a sense of confidence” in Kosovo Serbs. Equally, he expected a constructive attitude and openness to dialogue and co-operation from leaders in the North: “Looking to the future rather than the past is the only way forward.”
"The dispute in the North should not block progress in other areas. All people in Kosovo should enjoy the same legal and human rights standards as everyone else in Europe," Mr von Sydow added.
During his visit, the rapporteur met the President and Prime Minister of Kosovo, as well as the Ministers for Local Government and Administration and for Communities and Return, as well as members of the Kosovo Assembly from across the spectrum. In the North-Mitrovica region he had discussions with four municipal presidents and with local NGOs. He will now prepare a detailed report for debate by the Parliamentary Assembly in the coming months.
