Protecting freedom of expression and information on the internet

Strasbourg, 6.12.2011 – To protect freedom of expression and information on the internet and online media, the Committee on Culture, Science and Education encourages all intermediaries of ICT-based media to set up self-regulatory codes of conduct for respect of their users’ right to freedom of expression and information.

On the basis of the proposals made by Zaruhi Postanjyan (Armenia, EPP/CD), the preliminary draft resolution asks member states to ensure that the intermediaries of ICT-based media be held “responsible for unlawful content, if they are the author of such content or have the obligation of removing such content from third parties under national law”.
