Jamal al-Harith, a British man who was detained by the United States at Guantánamo Bay in Cuba, will address PACE's Legal Affairs Committee during a hearing on "The lawfulness of detentions by the United States in Guantánamo Bay" in Paris on Friday 17 December 2004.
Other participants include forensic psychiatrist Dr James MacKeith, who will discuss the psychological consequences of indeterminate detention, along with representatives of the UN High Commissioner for Human Rights, the Venice Commission and Amnesty International. US diplomatic representatives have also been invited.
