Pedro Agramunt (Spain, EPP/CD), Council of Europe Parliamentary Assembly’s Rapporteur on “Abuse of pre-trial detention in Council of Europe member states” has criticized the prolongation of pre-trial detention of former Tbilisi mayor Giorgi Ugulava.
“I visited Mr. Ugulava in prison during my fact-finding visit to Tbilisi in February 2015, expecting him to be released from detention shortly once the legal 9-month time limit would be reached. I was unpleasantly surprised to learn that his detention has just been prolonged past the 9-month limit on the basis of a mere modification of existing charges.
Given that none of the 10 indictments made so far have as yet given rise to a final conviction, I cannot help gaining the impression that the Chief Prosecutor’s Office’s zeal has a political background.”
Mr. Agramunt is currently preparing his final report after carrying out fact-finding visits to Moscow, Ankara and Tbilisi.
