The Organisation needs additional resources to meet the challenges facing Europe

In a tense political and economic context marked by the rise of extremism, racism and terrorism, the Council of Europe “should have more means of fulfilling its role”, said PACE in an opinion adopted today on the basis of the report by Rudy Salles (France, EPP/CD) on the Council of Europe’s budget and priorities for 2016-2017.

The parliamentarians added that a series of measures have been implemented in the last few years to enhance the Organisation’s effectiveness while reducing its costs, in particular its wage bill, and expressed concern at the decision by the Committee of Ministers to continue applying “zero nominal growth” to the budget for 2016-2017.

The Assembly also welcomed the Turkish government’s decision to become a major contributor to the Organisation’s budgets in 2016 and thanked the Turkish Parliament and government for “their support in strengthening the Organisation’s capacity to fulfil its role”.
