PACE decides to end post-monitoring dialogue with Monaco

The Parliamentary Assembly of the Council of Europe (PACE) has decided to end post-monitoring dialogue with Monaco in the light of recent progress made by the Principality to honour the commitments it entered into on joining the Council of Europe in 2004.

Drawing on the conclusions of a report by Jordi Xuclà (Spain, ALDE), PACE welcomed “the significant progress made by Monaco”, which had fulfilled – or was about to fulfil – four of its commitments, namely ratification of the Convention on Cybercrime, adoption of a new law on the functioning and organisation of the National Council, reform of the Criminal Code and Code of Criminal Procedure and the involvement of the National Council in the ratification of international conventions and treaties.

The parliamentarians noted that, at the present stage, no suitable legal solution had been found concerning the ratification of Protocols Nos. 1 and 12 to the European Convention on Human Rights and the European Social Charter (revised). The Assembly emphasised nonetheless that the Monegasque authorities are willing “to further explore all possibilities” to address these remaining challenges.

PACE will also continue “to follow legislative and institutional developments” in Monaco, particularly through the periodic reports drawn up by its Monitoring Committee.
