PACE team to observe Azerbaijan’s parliamentary elections

A 30-member, cross-party delegation from the Parliamentary Assembly of the Council of Europe (PACE), headed by Jordi Xuclà (Spain, ALDE), is to observe Azerbaijan's parliamentary elections on 1 November 2015.

The team will meet with leaders and representatives of parliamentary groups and parties represented in the Milli Mejlis, as well as extra-parliamentary opposition parties and movements.

The delegation will also hold round-tables with representatives of the media and civil society in the country to hear their assessment of the campaign, as well as meeting diplomats based in Baku.

On election day, members of the delegation will observe voting and counting in different regions of the country.

A member of the Venice Commission - the Council of Europe's group of independent experts in constitutional law - will also accompany the delegation to advise on the legal framework for the election.

A four-strong 'pre-electoral' delegation visited the country on 21-22 September, met the key players, and issued a statement at the end of the visit.

The Parliamentary Assembly systematically observes all elections in Council of Europe member states subject to the Assembly's monitoring procedure, and has observed around 150 elections since 1974.


The head of the delegation will present its preliminary conclusions at a press conference in the Baku 1 Room of the Holiday Inn (Keykab Khanim Safaraliyeva Street 5, AZ1010, Baku) at 1 p.m. on Monday 2 November.

A fuller report will be debated by the Assembly's Standing Committee - which acts on the Assembly's behalf between plenary sessions - at a meeting in Sofia on Friday 27 November.
