Committee points to ‘climate of pervading fear’ in Chechen Republic

PACE’s Legal Affairs Committee has pointed to “a climate of pervading fear in an atmosphere of personalisation of power” in the Chechen Republic, and said that recommendations it made five years ago to the Russian authorities for improving the human rights situation in the North Caucasus remain “largely unimplemented”.

Approving a draft resolution based on a report by Michael McNamara (Ireland, SOC), the committee said the human rights situation in the region “still remains one of the most serious… in the entire geographical area covered by the Council of Europe”.

It again called on Russia to combat terror legally in the region, end the climate of impunity and protect human rights defenders, as well as work more closely with the Council of Europe.
