Two PACE committees to meet in Rome

The Committees on Legal Affairs and Rules of Procedure of the Parliamentary Assembly of the Council of Europe (PACE) will meet on 17 and 18 May 2016 at the Palazzo Montecitorio in Rome, at the invitation of the Italian delegation to PACE.

Michele Nicoletti, Chairperson of the Italian delegation to PACE, and Alain Destexhe, Chairperson of the committee, will open the meeting of the Legal Affairs Committee on 17 May at 2 pm. Participants will hold an exchange of views on “Challenges in the implementation of the ECHR in Italy”, with the participation of Andrea Orlando, Minister for Justice of Italy, and Wladimiro Zagrebelsky, former judge at the European Court of Human Rights in respect of Italy.

The agenda for the meeting also includes hearings on “Reinforcement of the role and influence of the International Criminal Court (ICC)”, with the participation, among others, of Silvia Alejandra Fernández de Gurmendi, President of the ICC, and on “Abuse of the Interpol system: the need for more stringent legal safeguards”, as well as the adoption of reports on “Administrative detention” and “Transparency and openness in European institutions”.

For its part, the PACE Committee on Rules of Procedure will be holding a hearing on 17 May on the theme “bicameral legislature: an institutional anachronism?”, followed by the adoption of reports on “Parliamentary immunity” and “The nature of the mandate of members of the PACE”.

The two committees will then hold a seminar on 18 May on parliamentary responsibility focusing on two themes: “Parliamentary accountability: a matter of ethics or politics?” and “Ensuring respect for ECHR norms: parliamentary structures to supervise compliance”.

The opening session of the Legal Affairs Committee (17 May, 2 pm to around 3.45 pm) and the joint seminar (18 May,  2 pm to 5 pm) are open to the press.
