Improving follow-up to CPT recommendations

 Strasbourg, 25.01.2019 - PACE today called the national parliaments to react promptly to CPT reports concerning their country, by holding their governments to account for the timely implementation of CPT recommendations.

In adopting a resolution, on the basis of the report by Damir Arnaut (Bosnia and Herzegovina, EPP/CD), PACE stressed the essential role that parliaments can play in promoting CPT standards and improving the follow-up to CPT recommendations.

The Assembly invited the parliaments to ensure, in particular, that the mandate of the parliamentary structure responsible for the mainstreaming and supervision of the State’s international human rights obligations, includes promoting the implementation of CPT recommendations and the review of CPT annual reports.

The adopted resolution also proposed that the Legal Affairs Committee develop its practice of holding exchanges of views with the Chairperson of the delegation concerned whenever the CPT issues a public statement on a particular country, as well as a joint exchange of views with the Monitoring Committee after each CPT's annual report, and ad hoc thematic hearings.

In a recommendation to the Committee of Ministers, the Assembly reiterated its call on the latter to discuss as a matter of urgency any CPT public statements.
