Information seminar on public administration reform in Morocco

Within the framework of the project "Support to the development of the role of the Parliament in consolidating democracy in Morocco 2020-2023", the Parliamentary Assembly of the Council of Europe and the University of Applied Administrative Sciences of Kehl (USAAK) organized an information seminar for the House of Representatives Working Group on Public Policy Evaluation of the Reform of Administration at the headquarters of the Council of Europe in Strasbourg (France) and at the USAAK in Kehl (Germany) from 23 to 25 May 2022.

This information seminar is a follow-up to the roundtable on public policy evaluation on "The reform of the administration, comparative practices: views of legislators and experts", held in Rabat, at the headquarters of the Moroccan Parliament, last March.

The event was attended by the President and members of the Thematic Working Group in charge of the evaluation of the National Plan for the Reform of Administration 2018-2021, as well as officials from the Moroccan Parliament.

Academics and experts from several European countries presented case studies which allowed the members of the thematic working group and the House of Representatives officials to exchange with their counterparts and to present the Moroccan case of the reform of administration. Methods for preparing and writing the evaluation report as well as indicators and measuring elements for the evaluation were also discussed.

This roundtable is part of the joint programme "Support to the development of the role of the Parliament in consolidating democracy in Morocco 2020-2023" funded by the European Union and implemented by the Council of Europe. The programme is structured around three main axes which consist in enhancing the practices of the Moroccan Parliament to effectively conduct the evaluation of public policies, to accompany the opening of the Parliament to citizens, civil society and other partners, to effectively promote and support participatory democracy in Morocco, as well as to strengthen the inter-parliamentary dialogue between the Moroccan Parliament and its counterparts in neighbouring countries and Member States of the Council of Europe.

This project is implemented in accordance with the priorities of cooperation and the specific needs of Morocco, defined jointly by the Council of Europe and the Moroccan authorities under the Neighborhood Partnership with Morocco 2018-2021.
