The House of Representatives of the Moroccan Parliament organises on Tuesday 3 October 2023 in Rabat, in cooperation with PACE, a seminar on “The conditions and circumstances of implementation of Law 103-13 on combatting violence against women, within the framework of the joint programme “Support of the National preventive mechanism against torture and the development of the role of the Parliament in consolidating democracy in Morocco 202-2023” financed by the EU and implemented by the Council of Europe.

The seminar will provide an opportunity to present and discuss the different opinions, perceptions, and approaches regarding the status of implementation of this legal text. It will also be a chance to identify the legal, organisational and practical problems linked to its implementation, as well as to determine the possible and adequate avenues, instruments, and mechanisms to overcome them.

The seminar will feature the participation of representatives of the various components of the House and the Ministries and constitutional institutions directly concerned with the implementation of the law. It will also include the participation of representatives of the EU Delegation in Morocco, the PACE, the Office of the Council of Europe in Rabat, diplomatic missions accredited to Morocco and academics, experts, representatives of women's wings within the political parties represented at the House of Representatives, and representatives of civil society.

The seminar aims to enrich the public debate that accompanies the process of evaluation of this law, a mission entrusted by the Board of the House to a thematic working Group composed of representatives of the different Parliamentary groups and caucus.
