Dora Bakoyannis (Greece, EPP/CD), rapporteur for the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe (PACE) on the application by Kosovo for membership of the Council of Europe, is to make a fact-finding visit to Kosovo from 1 to 3 November 2023.
She is due to meet President Vjosa Osmani Sadriu, Prime Minister Albin Kurti and the President of the Assembly of Kosovo Glauk Konjufca, as well as a number of government representatives. She will also meet the Head of UNMIK/Special Representative of the UN Secretary General, as well as representatives of international organisations, political parties, civil society organisations, media and religious authorities.
Following her visit, the rapporteur will prepare a draft Opinion for the Assembly’s Political Affairs Committee on the application for membership, which will also take account of a report being drawn up by two eminent lawyers appointed by the Assembly’s Bureau to assess the conformity of the applicant’s legal system with Council of Europe standards. The rapporteurs of the Committee on Legal Affairs and Human Rights and the Committee on Equality and Non-Discrimination are also due to visit Kosovo later in 2023.
Under the Council of Europe Statute, the Assembly must give an Opinion on all applications for membership of the Organisation. The full Assembly will hold a plenary debate and vote on this Opinion in due course.
