Seminar on the evaluation of laws by the parliamentary institution March 5 and 6, 2024 in Rabat

The Parliament of Morocco, the Parliamentary Assembly of the Council of Europe (PACE) and the European Commission for Democracy through Law (Venice Commission) are organising a seminar on the evaluation of laws by the parliamentary institution on 5 and 6 March 2024 at the Parliament of Morocco in Rabat.

The seminar aims to build the capacity of parliamentarians and civil servants from both Chambers of Parliament in the field of legislative assessment. It brings together members of parliament, experts and academics, as well as representatives of the Venice Commission, PACE and the Delegation of the European Union to Morocco.

It will enable participants to acquire a good understanding of international standards, in particular those identified by the Venice Commission in its opinions, to benefit from the sharing of evaluation experiences from other countries, and to strengthen their knowledge of law evaluation methodologies, especially as regards the drafting of recommendations for evaluation reports and the follow-up to these recommendations.

The opening session was attended by Rachid Talbi El Alami, President of the House of Representatives of the Moroccan Parliament, Patricia Llombart Cussac, Ambassador, Delegation of the European Union to Morocco, and Simona Granata-Menghini, Director, Secretary of the Venice Commission of the Council of Europe.

This seminar is organised within the framework of the programme “Support to the national mechanism of prevention against torture and to the development of the role of Parliament in Morocco 2020-2024” funded by the European Union and implemented by the Council of Europe, and is also supported by the programme “Protecting human rights, rule of law and democracy through shared standards in the Southern Mediterranean” (South V Programme) co-funded by both Organisations and implemented by the Council of Europe.
