Lord David Blencathra (United Kingdom, ECPA) and Stefan Schennach (Austria, SOC), co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) for the monitoring of obligations and commitments by Türkiye, will make a fact-finding visit to Ankara and Istanbul from 10 to 13 June 2025.

In Ankara, the co-rapporteurs are due to meet the Ministers of Justice and the Interior, representatives of the main political groups at the Grand National Assembly, members of Türkiye’s delegation to PACE, representatives of the judicial authorities and prosecution services, the Ombudsperson, as well as representatives of NGOs and the diplomatic community.

Discussions will mainly focus on the latest political and judicial developments in Türkiye, with a focus on implementation of the judgments of the European Court of Human Rights with respect to Osman Kavala, Selahattin Demirtaş and Yüksekdağ Şenoğlu; and on the arrest and detention of Ekrem İmamoğlu, Mayor of Istanbul, as well as the protests following these events. The Parliamentary Assembly held an urgent debate on 9 April on this issue at its plenary session, and has adopted the following resolution.
