Yesterday’s early parliamentary elections were competitive, transparent and well-administered throughout the country, but certain aspects such as the blurring of the line between state and party require further attention, the international observers concluded in Skopje today.

A PACE 26-member delegation, led by Kerstin Lundgren (Sweden, ALDE), will travel to Turkey from 10 to 13 June to observe the parliamentary elections. The delegation will meet representatives of political parties, the Chair of the Supreme Board of Elections as well as representatives of NGOs and the media, before observing the vote on 12 June in a sample of polling stations. A PACE pre-electoral delegation visited Ankara on 17 and 18 May.

13-member delegation of the Parliamentary Assembly of the Council of Europe (PACE), led by Jean-Charles Gardetto (Monaco, EPP/CD), will be visiting “the former Yugoslav Republic of Macedonia” from 3 to 6 June to observe the early parliamentary elections, alongside observers from the Parliamentary Assembly of the OSCE and the OSCE’s Office of Democratic Institutions and Human Rights (ODIHR).

PACE pre-electoral delegation visited Skopje on 17-18 May to assess the state of preparations and the political climate prior to the early parliamentary elections in “the former Yugoslav Republic of Macedonia” on 5 June 2011. The pre-electoral delegation notes that the amended Electoral Code, if properly implemented, could ensure a sound legal framework for the holding of democratic elections.

A five-member PACE delegation led by Jean Charles Gardetto (Monaco, EPP/CD) will carry out a pre-electoral mission to Skopje on 17 and 18 May 2011, ahead of the early parliamentary elections on 5 June in “the former Yugoslav Republic of Macedonia”, to assess the electoral framework and campaign. The delegation will meet the President of the Republic, the Speaker of Parliament, the Ministers of Justice and the Interior, and the representatives of the political parties and coalitions standing for election.

The observer delegation of the PACE welcomes the orderly organisation and conduct of the voting in the 3 April early Presidential election in Kazakhstan. Electoral officials conducted their work efficiently and, generally, demonstrated a high degree of professionalism. Polling stations observed were exemplarily well equipped for a good election, and the overall atmosphere was relaxed and business-like. The turnout was good, which testifies to public confidence in the process.

A five-member delegation of PACE, led by Yuliya Liovochkina (Ukraine, EDG), will be in Kazakhstan from 1 to 4 April to observe the early presidential election alongside observers from the Parliamentary Assembly of the OSCE and the Office for Democratic Institutions and Human Rights (ODIHR) of the OSCE.

Yesterday’s early parliamentary elections in Moldova met most OSCE and Council of Europe commitments, the international observers concluded in a statement issued today (attached). The observers noted that the elections were administered in a transparent and impartial manner and a diverse field of candidates provided voters with a genuine choice. Election day was assessed positively although some procedural errors were observed. Civil and political rights were respected during the election campaign.

A 27-member PACE delegation, led by Indrek Saar (Estonia, SOC), will be in Moldova from 26 to 29 November to observe the holding of the early parliamentary elections, alongside observers from the OSCE Parliamentary Assembly, the European Parliament and the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR). The delegation will be meeting the representatives of the main political parties standing for the elections, the Central Electoral Commission, as well as representatives of civil society and the media, before observing the polling on 28 November.

Yesterday’s parliamentary elections in Azerbaijan were characterised by a peaceful atmosphere and all opposition parties participated in the political process, but the conduct of these elections overall was not sufficient to constitute meaningful progress in the democratic development of the country, international observers said in a statement issued today. “In a welcome departure from the past, the run-up to the elections and election day were peaceful and not marred by violent incidents...,” said Paul Wille, head of the delegation of the PACE.
