Climate change: declaration by the PACE Bureau looking ahead to the Durban Conference

The PACE Bureau called today, in a declaration, for a decision at the Conference of the Parties to the United Nations Framework Convention on Climate Change (Durban, 29 November-9 December 2011) to stop the clock ticking towards the end of the expiry of the Kyoto Protocol in order to allow negotiations for a successor regime to continue if necessary beyond that date.

Committee on Assembly reform to be established

On 8 October, the PACE Bureau approved the composition of an Ad hoc Committee on Assembly reform which it had decided to establish, in line with the recommendation made by the Presidential Committee at its meeting in Rome on 7 September. The Bureau nominated Jean-Claude Mignon (France, EPP/CD) as Chairperson of this ad hoc committee, which will include members of all political groups.

And only if we focus on what unites us, only then will we be able to achieve, together, the true goals of mankind", today said PACE President Mevlüt Çavusoglu during an audience with His Holiness Pope Benedict XVI, together with the members of PACE Bureau. The PACE President invited His Holiness to come to Strasbourg to address the Assembly.

The members of PACE Bureau, led by the PACE President, Mevlüt Çavusoglu, will be received today for an audience with His Holiness Pope Benedict XVI. “We are deeply grateful to His Holiness for granting this audience”, said President Çavusoglu the day before the audience. He pointed out that the Holy See enjoyed observer status with the Council of Europe, and that it shared the Organisation’s and its Parliamentary Assembly’s faith in the value of the human being.

Albania: PACE Bureau calls for resumption of political dialogue in Parliament

To mark its support for the UN International Day of Democracy on 15 September, PACE Bureau adopted the following statement: “The world’s celebration of the UN’s International Day of Democracy touches a special chord with the Council of Europe and its Parliamentary Assembly. Sixty years ago, in 1949, the Council of Europe was created by ten European countries trying desperately to recover from the onslaught of nazism and fascism and the horrors of World War II, in order that Europe would never again experience such a negation of basic human values and rights."

Parliamentary Elections in Bulgaria (5 July 2009): Assembly Bureau concerned over Sofia’s lack of cooperation

PACE Bureau, meeting in Strasbourg today, expressed its disappointment that the competent authorities of Bulgaria had until now failed to issue an invitation for PACE to observe the forthcoming parliamentary elections of 5 July 2009 and considered this to be a clear case of lack of cooperation with PACE. The Bureau recalls that Bulgaria is subject to a post-monitoring dialogue and that, in accordance with the existing rules, the Bureau decided, on 27 April 2009, to observe the 5 July elections and set up a twenty member ad hoc committee for that purpose, a decision on which the Bulgarian side was fully aware.

The highlights of PACE’s summer session

The biennial debate on “the state of human rights in Europe”, addresses by Irish President Mary McAleese and Slovenian Prime Minister Borut Pahor, and debates on Belarus and Armenia are among highlights of PACE’s summer session in Strasbourg on 22-26 June. Parliamentarians are also due to decide on the creation of a “partner for democracy” status within the Assembly, aimed at the parliaments of countries neighbouring Europe, and will consider a challenge to the credentials of the Ukrainian delegation. There has also been a request for an urgent debate on the election process for the Secretary General of the Council of Europe.

PACE Bureau calls for an immediate ceasefire in Gaza

PACE Bureau meeting in Barcelona, today adopted the following statement: “PACE Bureau fully supports the resolution adopted by the United Nations Security Council on 8 January 2009. It calls for an immediate ceasefire to be respected by all sides. Both sides must understand that violence, destruction and death will only lead to more violence and death. Our Assembly, which has always stood for peace and human rights, cannot accept the deadly escalation of the last days."
