The Assembly,
Noting that political events in recent times, particularly those in Hungary in October 1956, have revealed the shortcomings of the system, as at present applied, of diplomatic protection for the nationals of member countries of the Council of Europe;
Considering that it is in the common interests of Member Governments to examine the problems related thereto,
Recommends that the Committee of Ministers should invite Member Governments jointly to consider the whole question of diplomatic protection in " third countries " with a view to more effective protection of nationals of member countries.
