Mr. MARQUAND
to ask the Committee of Ministers whether they are aware that, of the maritime Member States of the Council of Europe, Greece and Italy have not yet ratified the 1954 Convention for the prevention of the pollution of the sea by oil; what are the reasons for the failure of these two countries to ratify the Convention so far; and whether they will make representations to the Italian and Greek Governments and urge them to deposit their instruments of ratification at the earliest possible date.
