The Assembly instructs the Political Committee to report on the advantages and disadvantages, both from the point of view of the Assembly itself and the Council of Europe as a whole, of making the Clerk of the Assembly responsible to the President and the Assembly, and to submit such proposals as may be found appropriate; the opinion of the Committee on Rules of Procedure having been previously obtained on the statutory implications of such a possible change.
