University exchanges and the European University

The Assembly,

1. Having regard to the report of its Committee on Culture and Education on university exchanges and the European University ;
2. Recalling the requirements of a European policy of permanent education and cultural development ;
3. Emphasising again the need to stimulate the process of making education democratic, and to bring the educational systems of European countries more into line with each other ;
4. Considering that member States find it increasingly difficult to meet the enormous needs of modern European society in the matter of general, higher and technical education ;
5. Considering the wisdom of utilising the possibilities of science and technology in order to rationalise and complement national university education by means of televised programmes shared by the participating countries ;
6. Being of the opinion that a European Television University, possibly with its headquarters in Florence, would, by promoting meetings between European research workers and teachers, be an outstanding means of defining and diffusing European culture, and would, moreover, constitute a suitable framework for a large variety of research projects, particularly in the fields of education, docimology and university structures ;
7. Considering that, in addition to meeting these requirements, such a university would, through the pooling of equipment and administrative facilities, ease the financial burden borne by member governments individually,
8. Instructs its Committee on Culture and Education to work out, with the help of experts, a project for a European Television University.
