Action to be taken regarding the amendment of Article 25 of the Statute of the Council of Europe

The Assembly,

1. Having regard to the amendment to Article 25, paragraph (a), of the Statute of the Council of Europe, approved by the Committee of Ministers at the 190th meeting of Deputies in June 1970 (Doc. 2785) on the basis of Assembly Recommendation 600 (1970), and by the Assemblv on 18 September 1970, making it obligatory for its members to be members of their national parliaments,

2. Instructs the Secretary General :

a to change the wording and layout of the credentials forms referred to in Rule 6, paragraph 1, of the Rules of Procedure so that Representatives' and Substitutes' membership of their national parliaments is indicated ;

b when sending out these forms, to draw the attention of the Foreign Ministers of member States to the delay allowed for in paragraph 4 of Recommendation 600 ;

3. Instructs the Assembly bodies responsible for examining credentials, i.e. the Credentials Committee, the Assembly Bureau or the Committee on Rules of Procedure, as the case may be, to keep the new provision of Article 25 (a) of the Statute and the delay allowed for in paragraph 4 of Recommendation 600 in mind when performing this function.
