The Assembly,
1. Noting the report presented by the Political Affairs
Committee on the future of European co-operation (Doc. 5455) ;
2. Having taken note of the opinion of the Commission of Eminent
European Personalities (Colombo Commission) that "an essential step
forward in European co-operation would be taken through the participation by
the Community as such in Council of Europe activities, in ways to
be defined in the spirit of Article 230 of the Treaty of Rome: this
might go as far as accession to the Statute of the Council of Europe"
;
3. Anxious to assess this suggestion on the basis of a full understanding
of its legal and political implications for all the parties concerned,
4. Instructs the Secretary General to have a study made of all
the legal aspects of participation by the European Community as
such in the work and activities of the Council of Europe, including
the possibility of accession by the European Community to the Statute
of the Council of Europe ;
5. Instructs its Legal and Political Affairs Committees to examine
this question further in the light of the study to be presented
by the Secretary General.
