The Assembly,
1. Referring to its Recommendation 1089 (1988) on improving community relations,in which it recommended that the Committee of Ministers ‘‘consider the extension of Article 14 of the European Convention on Human Rights, in order to prohibit all forms of discrimination''(paragraph 21.i of the recommendation);
2. Stressing the great importance of this proposal,and wishing to see it produce concrete results,
3. Instructs its Legal Affairs Committee to continue, with the aid of the Committee on Migration, Refugees and Demography, investigating possibilities of extending Article 14 of the European Convention on Human Rights, and to submit detailed proposals in this connection, as appropriate.
