Assembly debate on 7 October 1992 (20th Sitting) (see Doc. 6696, motion for an order presented by Mrs Håvik). Text adopted by the Assembly on 7 October 1992 (20th Sitting).
1. The Assembly refers to the exchange of letters between the President of the Assembly and the Chairman of the Committee of Ministers in regard to follow-up action on the final resolution of the ministerial conference in Turin (21-22 October 1991) on renewal of the Council of Europe's Social Charter, notably in regard to the application by the Charter's supervisory bodies of certain of the measures provided for in the amending protocol prior to its entry into force.
2. The Assembly notes that Article 13 of the Charter (on the right to social and medical assistance) has been the subject of examination in the course of the eleventh supervision cycle of the Charter.
3. In the spirit of the final resolution of the ministerial conference in Turin, the Assembly :
3.1 confirms that the conclusions of its debate on severe poverty and social exclusion (7 October 1992) may be regarded as the expression of its views on what it considers, in today's circumstances, as being the main priority issue dealt with by the governmental committee and the committee of independent experts in their reports on the eleventh supervision cycle (second group of states) for the period 1987-88 ;
3.2 instructs the Social, Health and Family Affairs Committee to pursue its role of monitoring the renewal and functioning of the Council of Europe's Social Charter through the organisation of periodic major social policy debates.
