1. The Assembly refers to its Recommendation 1257 (1995) on conditions of imprisonment in Council of Europe member states.

2. It considers that the extent of the social problems relating to imprisonment is such that an entire report should be devoted to them.

3. It therefore instructs the Social, Health and Family Affairs Committee to examine the social problems relating to imprisonment.
