The Assembly,
Requested by the Committee of Ministers to reconsider the
question of the choice of a Council of Europe emblem;
Having examined the alternative proposals for an emblem,
Recommends to the Committee of Ministers:
a to adopt as Council of Europe emblem the azure flag bearing
a circle of twelve stars or (an azure flag bearing a circle of five-pointed
stars or, which do not touch;
b to instruct the Secretary-General to enter into negotiations
with the other European institutions in order to ensure that the
emblems adopted by them shall bear a close resemblance to that adopted
by the Council of Europe.
