The Assembly,
Having welcomed theresolution of the six Foreign Ministers which is designed to ensure partialidentity of membership between the Assembly of the six-Power Communities andthe Consultative Assembly ;
Considering that other steps must betaken to preserve and ensure a sense of common purpose between those engaged inbuilding up the six-Power Communities and those belonging to the wider EuropeanCommunity,
Recommends to the Committee of Ministers that theyshould without delay make arrangements with the six Governments through theInterim Committee for the Common Market and Euratom, or otherwise as may beappropriate, to ensure that relations between the Council of Europe and the newCommunities are at least as close as those between the Council of Europe andthe Coal and Steel Community as described in the Protocol signed at Paris on18th April 1951, with special reference to the right of the Committee ofMinisters to send recommendations to the High Authority of the Coal and SteelCommunity.
