The Assembly,

Having examined the Sixth Report on the activities of the Intergovernmental Committee for European Migration ;

Noting the difficulties experienced by I.C.E.M. in carrying out its 1958 programme for the expansion of European emigration to overseas countries ;

Believing that technical assistance and migration services on behalf of national emigrants and refugees should be developed ;

Having been informed of the financial obstacles to a satisfactory increase in refugee movements ;

Convinced that the emigration plans prepared and implemented by I.C.E.M. serve the interests of Europe and the free world,

Recommends that the Committee of Ministers invite the Governments of member countries to give all possible support to I.C.E.M. so as to enable it to implement, as fully and effectively as is desirable, its technical assistance projects and migration services on behalf of national emigrants together with its plans for the movement of international refugees.
